$15B in U.S. defense construction contracts for Guam and Pacific

The U.S. Department of War awarded a $116.3 million contract to design and construct a hangar complex for Helicopter Sea Combat 25 at Andersen Air Force Base to ECC Expeditionary Constructors LLC — the first of a series under a $15 billion multiple award contract. The ECC Expeditionary Constructors LLC project at Andersen AFB encompasses a modernized hangar, supporting facilities, and site improvements, with completion expected in November 2028. The contract is the first of a series of projects worth up to $15 billion indefinite-delivery/indefinite-quantity, multiple award, design-build/design-bid-build contract in support of the Pacific Deterrence Initiative. The Pacific Deterrence Initiative is a United States Department of Defense framework established in fiscal year 2021 to enhance deterrence capabilities in the Indo-Pacific region and counter the People's Republic of China's growing military assertiveness. The other awardees include Acciona CMS Philippines LLC, Maumee, Ohio  Black Construction-Tutor Perini JV, Harmon, Guam; CDM, A JV, Fairfax, Virginia; Core Tech-HDCC-Kajima LLC, Tamuning, Guam; Gilbane Federal JV, Providence, Rhode Island; Nan Inc., Honolulu, Hawaii; and Parsons Government Services Inc., Pasadena, California, These companies will compete for task orders to support strategic military infrastructure projects stretching across the Indo-Pacific: Australia, Papua New Guinea, Timor Leste, Micronesia, Philippines, Northern Marianas Island, Midway, Wake Island, and other areas under Naval Facilities Engineering Systems Command Pacific area of responsibility.

The contracts will run through September 2033. Naval Facilities Engineering Systems Command Pacific, based at Joint Base Pearl Harbor-Hickam in Hawai‘i, will oversee contract execution.

Military leadership in the region have said these projects are critical to the U.S. posture in the Indo Pacific. The project is integral to sustaining long-term U.S. military capabilities on Guam, positioning the island as one of the Pacific’s critical hubs.
