Billions of MilCon on the way

Military construction in Guam and the Micronesia region is proceeding slowly but surely.

And some contractors will share in a design build multiple award construction contract or DBMAC of $15 billion, for work in Guam and other areas, according to the pre-solicitation posted on April 25.

“Contractors will be expected to accomplish a wide variety of individual construction tasks, including design/build and design-bid-build renovation, additions/upgrades and new construction. Work may include, but is not limited to, barracks/dormitories, administrative facilities, communication facilities, educational facilities, medical/dental/hospital facilities, dining facilities, industrial facilities, warehouse facilities, ranges, operational/training facilities, roads, streets, bridges, site utilities/infrastructure, dredging, and aviation facilities (including hangars and aprons) and other base development facilities,” according to the pre-solicitation.

Responses are due June 15. Contractors will be evaluated in Phase 1. A minimum of three contractors will be selected, with a pre-proposal site visit during Phase 2.

Naval Facilities Engineering Command Pacific is responsible for the contract.

In other MilCon news, Pacific Rim Constructors Inc. was awarded a $21.98 million firm-fixed-price contract for construction at Marine Corps Base Camp Blaz of a permanent low-rise recreation center.

Work is expected to be completed by October 2026. The contract was procured via the sam.gov website, with three proposals received. The award was made by NAVFAC Pacific, according to an April 26 release CHamoru Standard Time from the U.S. Department of Defense. mbj

EPA allows gas with ethanol, Guam AG calls for roundtable on fuel supply and price

The U.S. Environmental Protection Agency Administrator Lee Zeldin, in consultation with the U.S. Department of Energy and in accordance with the Clean Air Act, issued a temporary emergency fuel waiver to allow nationwide sales of E15, gasoline blended with 15% ethanol, and to remove all federal impediments to selling E10, gasoline blended with 10% ethanol, across the country.
