Just after the announcement of a $15 billion opportunity for at least three companies for military construction in Micronesia, yet more opportunities have been announced for the Pacific region.
A pre-solicitation has been issued for a multiple award construction contract or MAC contract for “various locations in the Indo-Pacific, funded through the Pacific Deterrence Initiative.
Locations for projects “may include” projects in Palau, the Federated States of Micronesia, Rota and Tinian in the Northern Mariana Islands, Midway, and Wake Island.
Also noted as locations are Cocos Islands (an Australian territory) and Bandiana [in the state of Victoria], Australia, as well as Papua New Guinea and Timor Leste.
The contract is anticipated to be 96 months, with a base period of 60 months and three 12-month options - “or $15 billion for all contracts combined,” according to the May 2 pre-solicitation.
The two-phase design-build contract will cover projects that “may include new facilities, repair/renovation and upgrades to a variety of facility types, includes but not limited to wharves/piers, dredging, aprons, runways, fuel storage, roads, hangars and other base infrastructure facilities,” according to the pre-solicitation.
The Phase 1 Request for Proposal will be available about June 25, with responses due Sept. 11. The seed project and a pre-proposal site visit will be scheduled during Phase 2, with the award to be made by Naval Facilities Engineering Systems Command Pacific.
A sources sought notice was issued May 2 as a small business set aside for Andersen Air Force Base for a firm-fixed price Indefinite Delivery/Indefinite Quantity SABER construction contract.
A Simplified Acquisition of Base Engineer contract or SABER contract typically appeals to companies looking to work on multiple smaller projects. The notice said, “The general construction efforts under the anticipated SABER IDIQ are non-complex and may consist of a single or multiple disciplines in general construction contracts.”
The contract is anticipated as a five-year base period and a two-year option period. While the total contract value is still being considered, it is anticipated at $50 million.
Sites at Andersen will be identified at the time of a task order bid, and projects will include a variety such as demolition, site work, various trades, painting and management of Munitions of Explosive Concern. Responses are due June 3.
Boeing gets missile contract, includes Guam assets
The U.S. Missile Defense Agency has awarded The Boeing Co., a noncompetitive, hybrid cost-plus-award fee, cost-plus-fixed-fee contract with a total value of $460.55 million “for requirements related to the Agency’s ongoing mission to refine the layered Missile Defense System architecture” … and the “defense of Guam,” according to a May 3 release from the U.S. Department of Defense, CHamoru Standard Time.
The anticipated base period of performance is three and a half years with two, three-year options from April 2024 to October 2033, according to the release. mbj
