Contractors and others interested in a multi-million-dollar contract at one of Guam’s bases will have an opportunity to hear more at upcoming events, as well as to meet individually to discuss aspects of the contract.
The Guam Post of the American Society of Military Engineers will host its monthly meeting on Aug. 22 at the Holiday Resort Guam to discuss the “Guam Defense System Command Center project,” which will be located at Andersen Air Force Base.
This is referred to as Industry Day 1 and offers contractors an opportunity to sign up for individual meetings on Day 2, which will also be held at the Holiday Resort Guam.
NAVFAC Pacific will hold “16 in-person individual Contractor Breakout Sessions. Sessions will be limited to 20 minutes,” NAVFAC Pacific said. Contractors do not have to attend the SAME lunch to sign up for the NAVFAC Pacific sessions, NAVFAC Pacific said.
According to information on www.sam.gov, the contract for the command center is anticipated to be awarded in the fourth quarter of 2025, according to the description posted by Naval Facilities Engineering Systems Command Pacific, which is hosting Day 2 at the Holiday Resort, and which will award the contract. According to NAVFAC Pacific the contract for the command center is estimated at between $250 million and $500 million.
The project consists of a command center, associated utilities and equipment, fuel storage and above ground storage facilities, an area to accommodate personnel and “communications needed for planning, controlling and directing mission activities.”
Work includes demolition of existing housing units, site work, security measures and entry control and design of facilities to include cyber-security. NAVFAC Pacific described the schedule as “complex,” recognizing long lead times for major equipment.
Speakers at the SAME luncheon will be Douglas E. Grant, director of facility engineering and construction for the Missile Defense Agency, Capt. Troy M. Brown, commander of NAVFAC Marianas, and Patrick Carolan, vice president with Black & Veach Special Projects Corp.
Black & Veach was awarded on June 27 a potential $249 million IDIQ contract to provide architectural and engineering services for the construction of a missile defense system and related infrastructure projects. According to the U.S. Department of Defense award, the “contract provides for execution and delivery of site development and planning.” Work will be performed in Guam and the Northern Marianas Islands,70%; Hawaii, 20%; and Japan and Australia, 5% each, DoD said.
Information on the Guam Defense system and proposed tests has been recently tightly controlled, though SAME says its meeting is “open to the public.” Walk-in registration is $100.
A release on July 25 from Joint Region Marianas announced that “John Bier, program director for the Guam Defense System for the Missile Defense Agency; Rear Adm. Greg Huffman, commander, Joint Task Force Micronesia; Rear Adm. Brent DeVore, commander, Joint Region Marianas; and Brig. Gen. Thomas Palenske, commander, 36th Wing, Andersen Air Force Base, met with Government of Guam and community leaders in a series of briefings, July 23-24.”
According to the release, “The briefings provided an overview of the Proposed Final Guam Flight Test Environmental Assessment/Overseas Environmental Assessment that is currently available for public comment.”
The proposed action includes up to two flight tests or tracking exercises per year over a 10-year period from fiscal 2025.
Attending briefings were representatives of the Government of Guam, representatives from the Guam Legislature, businesspeople that sit on the board of the Guam Chamber of Commerce and its Armed Forces Committee, Guam’s delegate to Congress James C. Moylan, and the island’s mayors.
The Journal notes that media organizations were not given a briefing.
However, media organizations were invited to a dedicated press briefing held during the Environmental Impact Study Scoping Meeting in Guam on Aug. 2, 2023, according to Journal files.
Attending that briefing were Huffman, and U.S. Army officers. The Journal was told at the briefing that 700 personnel and 200 support staff will be required for the missile defense system planned for Guam.
The Office of the Governor put out its own release on July 23. The release addressed appreciation for “the openness of the lead and cooperating agencies in responding to all of our questions.” However, the release also addressed community concerns at the speed of MDA’s actions, and exactly what those actions will be. “Last month, then-Acting Governor Tenorio requested an extension to the public comment period, which was granted by Lieutenant General Heath A. Collins, Director of the Missile Defense Agency.
“Director Collins extended the public comment period to August 2, 2024 and provided additional informational resources, specifically a joint team of environmental and flight test experts who will be available this week to the people of Guam,” the release said.
The Office of the Governor addressed concerns at access for landowners to their properties during any tests.
“Our expectation is for the Department of Defense to provide specific information on the impact that the Guam test flight will have on any affected private land owners and the people of Guam. Our nation has a responsibility for the safety and security of our people, and I am confident that the intention of DOD is to provide us this safety. That being said, we urge the DOD to ensure that their plans have minimal if no impact on the quality of life for our people–especially the private landowners in potentially impacted areas,” the Office of the Governor said.
The Office of the Governor also encouraged people to attend the public hearings held in Guam, as did Speaker Therese M. Terlaje.
The Missile Defense Agency together with the “U.S. Department of the Army, U.S. Department of the Navy, U.S. Department of the Air Force, and the Federal Aviation Administration as cooperating agencies,” accepted public comments during the scoping period from May 5 to Aug. 18, 2023.
According to Journal files, while the U.S. Missile Defense Agency awaited approval for the $9.6 billion it was seeking in the fiscal 2023 budget, it moved ahead with plans for Guam.
The agency requested $539 million to continue to design and develop multiple-land based radar systems, procure weapon system components and initiate military construction planning and design activities for the defense of Guam, according to budget documents. The proposed Final Environmental Assessment/Overseas Environmental Assessment was released in May this year.
The Pacific Center for Island Security on Aug. 1, released technical responses to two separate U.S. military environmental proposed actions. “The Proposed Actions are the U.S. Missile Defense Agency’s “Guam Flight Test” and the U.S. Department of the Air Force’s “F-15 Beddown and Infrastructure Upgrades at Andersen Air Force Base, Guam. Both are proposed on Andersen Air Force Base. PCIS regards both Proposed Actions as deficient,” the group said.
According to Journal files, the Republic of Singapore Air Force began deploying airmen and aircraft to Andersen Air Force Base in May 2021. Andersen is also set to receive half of Singapore’s F-15 fleet, or about 12 planes, with accompanying infrastructure to be built and the detachment formally established by 2029.
Leadership at PCIS includes former delegate to Congress for Guam Robert A. Underwood; Leland Bettis, director for the Guam Commission on Decolonization from 1988 to 2003; and Kenneth G. Kuper, assistant professor of Political Science, CHamoru Studies, and Micronesian Studies, at the University of Guam.
The advisory board of PCIS includes former leaders of the islands in Micronesia. President Hilda C. Heine of the Marshall Islands again became president of the country this year.
