Victims Advocates Reaching Out has announced its incoming 2026 board of directors.
They are Trina San Agustin, program coordinator for communications and promotions at Guam Community College, president; Tina Esteves, marketing manager, Triple J Enterprises Inc., vice president; Jonathan Mendiola, long time VARO member, treasurer; Mayor Louise Rivera of Tamuning, public information officer; Verna Zafra-Kasala, volunteer support chairperson; and Brianna Duenas, training chairperson.


Ming spent several years at Rutgers New Jersey Medical School, where she was most recently a neurologist.
She holds a bachelors of medicine and a bachelor’s of surgery from the Shanghai Medical College of Fudan University and completed those studies in 1984. Ming completed her pediatrics residency program at the SUNY Upstate Medical Center and her neurology residency program at the John Hopkins University School of Medicine. Ming also holds a doctorate of philosophy in pharmacology and toxicology from the University of Medicine and Dentistry of New Jersey-New Jersey Medical School.

He previously was assistant vice president and community relations manager for the Bank of Guam and formerly was a program coordinator at the Guam State Clearing House.
Quintanilla also worked as an election clerk at the Guam Election Commission.
He began his career in media as a reporter for Glimpses Media and KUAM.
Quintanilla holds a 2008 bachelor’s in communication from the University of Guam.

Gima also holds multiple advanced industry designations. She holds a 2008 bachelor’s from New York University and has been with Raymond James & Associates since 2020.

As patient experience manager at the Guam Regional Medical City, Tricia leads Patient Experience, Customer Relations, and Patient Transport teams. She has been with GRMC since 2017.
Pacific Federal Management has earned a National Health and Safety Excellence Award from Associated Builders and Contractors, which was presented at the 36th annual Excellence in Construction Awards during the ABC Convention 2026 in Salt Lake City.
The award was presented to only 59 contractors nationwide, and it was accepted by Brenda May Dayson, safety supervisor at PFM.

Contractors were judged on self-evaluation scores, lost workday case rates, total recordable incident rates, leading indicator use, process and program innovations and interviews conducted by members of ABC’s National Health and Safety Committee.
Trina Pacheco Duenas has been appointed deputy chief, and U.S. Probation and Pretrial Services officer for the Districts of Guam and the Northern Mariana Islands. mbj
