Eduardo Garcia Camacho passed away at the age of 96.

The founder and chairman of the board of Personal Finance Center launched the business in 1976 as a partnership between the Camacho and Fukanaga families, to meet Guam’s need for loans and support.

Camacho told the Journal in 2013 after the completion of the first phase of the Camacho Landmark Center that the business opened ready to make loans. “We started with $100,000,” he said. “It didn’t take long before that $100,00 disappeared.” PFC invested another $550,000 into the business and never looked back.

PFC opened doors on Feb. 2, 1976 in a small space at Gibson’s Shopping Center, where GPO stands today.

“I started PFC with three employees – including myself – one calculator, a typewriter, a few customers and a long fiesta-type table for customers to fill in their applications – nothing fancy,” he said.

Camacho continued to take an interest in the Personal Finance Center, even as he passed on the reins of leadership at the business, where he was affectionately known by staff as “Mr. C.”


Prior to establishing PFC, Camacho developed his skills and knowledge through a variety of appointments in Guam’s commercial world.

Through the years he held positions with Pacific International Inc., where he rose to senior vice president, Marianas Inc., the Guam Savings and Loan Association and Calvo's Insurance Underwriters Inc. 

Camacho would also take part in the development of the business community. Realizing the need for additional banking services in Guam, Camacho joined local businessman Kurt S. Moylan in the establishment of Guam's second locally chartered bank.

Citizens Security Bank opened its doors in January 1991 with one branch and six employees. In 2007, ANZ, an international bank, acquired CSB for $25 million, and would later leave the island. 

PFC, which is wholly owned by the Camacho family has grown into PFC Investments, PFC Finance, PFC Development, PFC Insurance, and PFC Shared Services.

During his career, Camacho also held an impressive list of community service positions.

He was a member of the board of directors of the Guam Chamber of Commerce from 1980 to 1982 and from 1987 to 1988. He was president of the Rotary Club of Tumon Bay in 1985 and 1986.

Additionally, he was chairman of the Guam Chapter of the American Red Cross in 1972; a member of the Guam board of education, 1973 to1975; and president of the parish council St. Anthony Church, 1978 to1982.

Camacho was also appointed a member of the civilian advisory council for Andersen Air Force Base in 1982. He was fund raising co-chairman of the Guam Heart Association, 1982 to1983, and a member of the board directors, 1984 to1985 and a member of the board of directors of the Guam Cancer Society, 1985 to1986.

Camacho also was chairman board and a member of the board of directors of Guam Crime Stoppers, appointed in 1986. He joined the University Guam School of Business & Public Administration Community Advisory Board in 1996 and was also its chairman.

He was recognized as a Guam Chamber of Commerce laureate in 2004 and listed as a noteworthy finance company executive and insurance agent by Marquis Who's Who.

Eduardo G. Camacho survived the war years and Japanese occupation as a teenager. Serving in the United States Army from 1954 to 1956, he would then turn to academics and study off-island. He held a 1957 bachelor's of science in business administration from Aquinas College, Grand Rapids, Mich. He also returned to study and acquired a 1973 masters of business administration in finance from Santa Clara University in California.

He is predeceased by his wife Irene and son Edward, and survived by his children Reina, Marcel, Yolanda, Michael, Joseph and Janet.

Mass and rosaries will be held from 6 p.m. Dec. 16 to Dec. 20 at St. Anthony’s Church in Tamuning. A funeral and viewing will take place on Dec. 21. mbj
