He was speaking at the membership luncheon of the Guam Chamber of Commerce at the Hilton Guam Resort & Spa on July 30. Roberto was referring to the Public Law which became effective on March 1,2011. The bill exempted sub-contractors from Gross Receipts Tax on construction contracts. He also said GCA was in favor of Bill 11-38, which reduced Business Privilege Tax from 5% to 4%.
