Guam Rev&Tax shares what is possible and which services are unavailable
The Guam Department of Revenue and Taxation has acknowledged the issues it has in a March 23 release and said it “is currently operating with adjusted services due to a temporary issue with its tax and licensing system.”
The release said the following, which the Journal is sharing in full due to the multiple effects:
DRT is actively working to restore full system functionality as quickly as possible. In the interim, the department has implemented alternative procedures to continue serving the public to the greatest extent possible.
While system limitations are affecting certain operations across multiple branches — including Business Privilege Tax, Business Licensing, Income Tax Processing, Real Property Tax, Driver’s License Services, and Vehicle Registration — several services remain available. Others are continuing in a modified capacity.

For income tax filing and tax collections, taxpayers may continue to file in person and submit payments if owed. Processing of returns and issuance of refunds will resume once full system functionality is restored.
Driver’s license and Guam identification card services are temporarily unavailable. Individuals with scheduled appointments are encouraged to contact DRT at driverslicense@revtax.guam.gov or by calling the numbers listed below for assistance and rescheduling options.
The Vehicle Registration Branch remains open for in-person transactions at the Department of Public Works compound in Tamuning. Online renewal services via MyGuamTax.com are temporarily unavailable.
The Real Property Tax Division is currently accepting property tax payments for 2025, both in person and online. Property owners should be cautious about duplicate payments, as the online portal may display an outstanding balance that requires payment even if no balance is actually owed.
Business License services are currently limited to accepting applications, which will be processed once systems are fully restored.
Online services through GuamTax.com and MyGuamTax.com are temporarily unavailable.
Several DRT operations remain fully functional and continue to serve the community, including the Compliance Branch; Insurance, Securities, Banking and Real Estate Branch; and the U.S. Passport Office; and Weights and Measures Branch. The Pay.Guam.Gov platform also remains available for applicable payments.
