
The Government of Guam has formally requested federal authorization to activate the Guam National Guard to support disaster response and recovery operations in Guam and the Northern Mariana Islands, according to an April 20 release. The activation is under Title 32 of the U.S. Code — ensuring Guam National Guard members can operate in support of disaster response with federal backing, the release said.
Such an activation would mean that the salaries, benefits and allowance of Guard members would be paid by the federal government. The primary disaster debris site in Guam is at Oka Point, Tamuning. The site is open daily from 7 a.m. to 6 p.m.
The Lower Basin Transfer Station and Marpi Landfill in Saipan are now open daily. Artman Corp. has resumed trash collection. AYD and G-Man have begun trash collection services in Saipan.
The Guam Department of Health said Guam Community Health Centers are now open. Residents are strongly encouraged to visit the DPHSS Guam Community Health Centers for medical care before going to the hospital, unless it is an emergency.
The Veterans Affairs Clinic in Saipan is temporarily closed. Open pharmacies are Brabu Pharmacy in Chalan Pale Arnold and PHI Pharmacy in Chalan Monsignor Guerrero, Dandan.
Guam DPHS said Refresher and Interim Food Safety Health Certificate Training Courses scheduled from April 13 through April 17 will be rescheduled to another date with no additional fee. Employers with employees who possess an Interim-New Health Certificate are reminded that a manager with a Manager’s Certification must oversee these employees to ensure supervision in food safety practices while at work.

The Guam Department of Youth Affairs announced revised dates for the 2026 Governor’s Summer Youth Employment Program. Applications will now be accepted in person from May 8 to May 15, Monday through Friday, from 8 a.m. to 5 p.m. Applicants must submit completed application packets at the same DYA Youth Resource Center where the application was obtained. The deadline for Government of Guam host agency registration has been extended to May 4 at 5 p.m. The program is scheduled to run from June 15 through July 24.
Telecom updates: About 85% of GTA internet customers are now connected. Wireless coverage has also improved significantly, reaching about 90% as crews continue bringing additional sites back online. Remaining service disruptions are largely due to ongoing commercial power outages. Docomo Pacific said 100% of critical facilities are operational, with 97% of mobile cell sites and 85% of internet structure operational in Guam. Generators are in use. No Docomo NMI figures are available yet.
The Commonwealth Office of Transit Authority in Saipan advises Call-A-Ride has resumed. Commonwealth Health Care Corp. public health shelter outreaches are on April 21 at Kagman High School, Kagman Elementary School and Garapan Elementary School; on April 22 at Susupe Head Start and Dan Dan Head Start; on April 23 at Koblerville Elementary School; and on April 24 at Tinian Head Start.
The Saipan Chamber of Commerce has temporary hours from 10 a.m. to 3 p.m., Monday through Friday. The University of Guam is not seeking urgent needs for Residence Hall students and there is no need for donations or supply drop-offs, despite requests circulating. mbj
