William Toti – previously a senior advisor to the deputy secretary of war, has been appointed as of May 1 to “perform the duties of” the under secretary of the Navy, with the rise of Hung Cao to acting secretary of the Navy.
Toti “completed a series of key submarine assignments at sea,” according to the Navy, and several shore assignments which included serving on the Joint Staff.

He retired from the Navy with the rank of captain.
Following his active duty service, Toti held several executive positions including vice president of Raytheon’s Mission Support Operations, and vice president of the defense segment at Hewlett Packard.
