Guam AG shares re-offend info
Douglas B. Moylan, Guam’s attorney general released Feb. 28 statistics relating to what he is calling Eagle Tracker – the “catch, release and re-offend report” of defendants released by magistrate judges who have allegedly committed further crimes. “In order to stop the CR&R cycle we will continue to ask our judges to incarcerate defendants or set bail that will actually protect this community, and ensure their compliance with release orders. A pro-incarceration policy protects us and works,” Moylan said.
