Proposals from architectural and engineering firms for the facility were due Feb. 5 to the Guam Department of Public Works.
The due date was delayed five times from its original date of September.
According to Linda Ibanez, deputy director for DPW; the department “received two bids” for the RFP. The prison, which is estimated to be completed in 2035, is to be built in phases to allow for continued operation of the existing facility as a new one is being built. The combined phases will result in a 1,000-bed correctional facility.
