I would like to share our progress and evolving plans to develop an advanced manufacturing facility in collaboration with Guam Community College.
Guam Community College and the Prometheus Center of Excellence have launched Prometheus Advanced Manufacturing at GCC — a game-changing partnership delivering cutting-edge training in robotics, automation, additive manufacturing, and advanced materials.
This initiative creates real career pathways for students, veterans, and emerging talent while strengthening Guam’s role as a strategic Pacific workforce hub supporting industry and national defense.
It allows us to train and offer local employees a career in advanced manufacturing, positioning Guam to compete nationally and globally and for Guam to play its part in strengthening U.S. readiness.
From the perspective of defense and national security, this formalized strategic partnership enhances the Pacific region’s capacity to train a highly skilled, defense-ready manufacturing workforce.
The collaboration supports Department of Defense priorities by delivering industry-aligned training and providing advanced materials — disciplines critical to sustainment, logistics, and emerging
defense technologies.
By integrating education, industry, and applied research, this initiative strengthens supply-chain resilience, local production capacity, and operational readiness across
the Indo-Pacific.
Guam’s strategic location positions GCC and Prometheus COE as a force multiplier for national security workforce development.
As part of its outreach, the Prometheus leadership team met initially with Secretary of the Navy John C. Phelan in 2025 and then with Guam’s delegate to Congress, James C. Moylan and his senior defense advisors and presented Vision Prometheus @ Guam.
In late 2025, I and our Director of Development Thomas Baba and Ari Candelier of Green Point XR — our technology parter — had met with chairman of the board of trustees of GCC Carlo M. Leon Guerrero and Mary A.Y. Okada, then president of Guam Community College to discuss our shared visions for Guam.
Guam Community College and the Prometheus Center of Excellence signed a Memorandum of Understanding establishing Prometheus Advanced Manufacturing at GCC on Dec. 12 last year.
Our plan
- Builds a high-wage, high-skill workforce pipeline
- Supports Department of Defense and industry needs
- Positions Guam as a Pacific hub for advanced manufacturing, and
- Creates pathways for students, veterans, and underserved communities
We aim to deliver
- Training in automation, robotics, additive manufacturing, and materials engineering
- Access to cutting-edge facilities and digital platforms
- Joint research, grants, and innovation opportunities, and
- Alignment with U.S. workforce and defense priorities
I am proud that this partnership is a strategic investment in Guam’s people, economy, and national relevance.
