Interesting studies on performance reviews.
I guess it really depends on a company’s objective(s) when it comes to evaluations of its employees. For us, performance reviews play an essential role in communicating expectations, managing productivity, and fostering accountability. While that might sound a bit cliché or even archaic given today’s declining trend of performance reviews, we focus heavily on coaching and mentoring across all levels, which starts with leadership.
Besides productivity metrics, we embed our mission and core values in evaluations to ensure everyone understands our purpose and is aware of how each contributes to the overall mission regardless of their job title or position. In short, we thrive on interdependence in the workplace.

In related news, Government of Guam employees also receive performance evaluations from supervisors. These are given “every 12 months of service for permanent employees in Pay Steps 1 through 6, every 18 months for permanent employees in Pay Steps 7 through 9, and every 24 months for permanent employees in Pay Steps 10 through 19,” coinciding with the employment anniversary date or increment due date.
Midterm assessments and final probationary reports are also conducted.
Krystal Paco-San Agustin, director of communications in the Office of the Governor of Guam, told the Journal on Feb. 14, “Evaluations are currently not conducted on unclassified employees. However, we are looking into changing that, given the number of [Limited Term Appointments].”
