A protest has been filed for a multi-million Small Business Design-Build Multiple Award Construction Contract, military officials confirmed.
As the Journal earlier reported, the companies were selected the week of Sept. 25 as Phase II and final participants for the $600 million Small Business Design-Build Multiple Award Construction Contract or MAC contract, according to Journal sources.

The U.S. Department of Defense announced the award Oct. 10. The award was made Sept. 29, and 25 proposals were received, DoD said.
Naval Facilities Engineering and Systems Command Marianas confirmed that the contract (N40192-21-R-2800) is now under protest.
In a statement to the Journal Oct. 18, NAVFAC Marianas said, "On Oct. 6, 2023, NAVFAC Marianas received a post-award agency protest under FAR Part 33, Section 103, from an unsuccessful offeror … The protest is under review and NAVFAC Marianas will respond in due course."
DoD named the successful offerors as Agbayani Construction Corp., AIC International Inc., Chugach Consolidated Solutions LLC, InfraTech International LLC, Islands Mechanical Contractor Inc., Pacific Federal Management Inc., Reliable Builders Inc., Sea Pac Engineering Inc. and Techni-Con Inc.
According to the solicitation issued in June 2021 by NAVFAC Marianas, work is for “various locations” in Guam, but industry speculation is that task orders may also relate to the Western Pacific. The “seed” or first project is a Federal Emergency Management Agency warehouse at the Guam National Guard property, the sources said. mbj
