RFP announced for campus for Simon Sanchez High School
The Office of the Governor announced March 14 that a request for proposal for the new, long awaited campus for Simon Sanchez High School will be issued later this month for interested developers.
According to Adelup, the new home of the Sharks will measure up to 300,000 square feet and accommodate 2,000 students and 150 faculty and staff.
Some key features include:
Modern classrooms, administrative offices, and covered walkways;
New sports facilities, landscaping, and irrigation systems;
Specialty spaces, including a dedicated JROTC building and Credit Recovery Building;
Multipurpose auditorium, cafeteria, and audio-visual and theater; and
Solar energy systems and rainwater catchments.

The development of the RFP was a partnership between the Office of the Governor, Department of Public Works, Guam Department of Education, SSHS administration, Attorney General’s Office, and industry experts according to Adelup.
The project will be delivered through a “Public-Private Partnership using a Finance, Demolition, Design, Build, Lease/Leaseback, and Insure/Capital Maintenance project delivery method,” it said. “The selected developer will be responsible for financing the project, executing the demolition of structures, designing and constructing the new facilities, and providing long-term capital maintenance over a period not exceeding 30 years.”
The model has been used prior in other projects, including the development of Okkodo High School and John F. Kennedy High School.
DPW anticipates that it would select a developer by June 2025 with the project’s completion date being 730 days after the contract is awarded. A groundbreaking could happen within this year, according to Adelup, with a “substantial completion” in the summer of 2027.
According to Journal files, a separate RFP was issued January 2024 for a firm to provide professional construction management services.
Taniguchi Ruth Makio Architects won the previous $5.7 million contract to design the school, presenting plans in October 2020.
RFP documents will be available on March 28 at the Department of Public Works Contract Administration Technical Services Office, CIP Division, Ground Floor, TMC Building. mbj
