The National Defense Authorization Act proposes pay raises for military service members to include the Guam National Guard.
Moylan is a co-sponsor of the 2025 NDAA. The proposed pay raises for junior enlisted is 19% and 4.5% for senior enlisted service members and officers.
“We are happy to ensure there were many GUNG centric provisions in this NDAA, and we will continue to fight for greater opportunities for our sons and daughters in the guard. This is just a start,” said James C. Moylan, Guam’s delegate to Congress.
Moylan added additional language that would require the Secretary of Defense to provide the House Armed Services Committee with the following:
● Briefing on the role of the National Guard as it relates to the Joint Task Force Micronesia and their assistance in the coordination and synchronization of the Guam Cluster Master Plan. This briefing would include the Guards role with JTFM’s organization, planning, training, and operational activities, as well as any other matters the Secretary determines relevant.
● Report to HASC on Department of Defense roles and responsibilities in protecting Guam’s civilian population in the event of a conflict. This includes any coordination with federal and local entities, plans for evacuation, medical support, and delivery of food and other critical supplies. This would include the role of the Guam National Guard within the process and the support of the Port of Guam, along with any other matters the secretary considers appropriate.
Moylan also reported that the Radiation Exposure Compensation Act failed to pass in the House of Representatives. The act was intended as an amendment to the NDAA. According to Moylan, the primary reason behind the failed amendment was that offset costs were not provided, which are estimated at around $50 billion. Not only will this affect the people of Guam, who were affected by the Castle Bravo nuclear tests on Bikini Atoll who have never been considered or compensated for radiation exposure, Moylan said. Those impacted by the dumping of Manhattan Project waste in Missouri, Tennessee, Alaska, and Kentucky were also included in the intended amendment.
He added there would be “another effort in the Senate to include this language in their version of the NDAA in the coming weeks, and if that is successful, we will continue our advocacy in the House- Senate Conference.”
And if that fails, Moylan said other opportunities remain with the Farm Bill, a Veterans Omnibus Bill, and other authorization measures. mbj
