As the end of fiscal 2024 nears on Sept. 30, the U.S. Department of Defense has ramped up the number of awards from anywhere from 40 to 75 per day.
These benefit all branches of the military, states and foreign countries and cover various needs of the Department of Defense.
The latest list includes awards that benefit Guam companies.
Sodexo Management Inc. was awarded two contracts on Sept. 27, CHamoru Standard Time. One is a $148. 26 million firm-fixed-price modification to exercise Option Year Six under a previously awarded contract for the management and operation of West Coast mess halls in support of the Marine Corps Regional Garrison Food Services Program.
The other contract is a $14.69 million firm-fixed-price modification for Option Year Six under a previously awarded contract for the management and operation of east coast mess halls in support of the Marine Corps Regional Garrison Food Services Program, including mess halls in Washington, D.C. Maryland, Virginia, North Carolina and South Carolina. The Marine Corps Installations Command, in Arlington, Va. made the award. Both contracts are for eight years.
Global Food Services Inc. of Guam is paired with Sodexo for the mess hall at Camp Pendelton and in North Carolina as a major sub-contractor, according to Journal files on GFS contracts.
Infratech International LLC on Sept. 27, CHamoru Standard Time was awarded two firm-fixed-price contracts, both awarded by the 36th Contracting Squadron at Andersen Air Force Base, and both due for completion by March 2026.
These are a $9.87 million firm-fixed-price contract for repairs to Taxiway Bravo at Northwest Field on Andersen and an $8.15 million firm-fixed-price contract for repairs to the Central Cross Connecting Taxiways at Northwest Field.
Infratech was founded in 2007 and is a general contractor that has performed a variety of work for the U.S. military as well as other projects in Guam. Those include various federally funded road projects on Guam, including the ongoing reconstruction and widening of Route 14B, also known as Ypao Road, according to Journal files.
Recent awards in Guam include a Sept. 18 $8.99 million award to VSolvit LLC of Ventura, Calif., designated a small business, for the procurement of telecommunication and communication decision support system services for Naval Computer and Telecommunications Station Guam, and a Sept. 10 $61.94 million task order under a multiple award construction contract to the Core Tech-Hawaiian Dredging Construction Co.-Kajima LLC joint venture for the construction of a low-rise reinforced concrete training center at Marine Corps Base Camp Blaz.
In related news, the Honolulu Post of the Society of American Military Engineers hosted a Pacific Industry Forum Sept. 17 to Sept.19 at the Ala Moana Honolulu. Naval Facilities Engineering and Systems Command Pacific announced Sept. 27 that Rear Adm. Jeffrey J. Kilian, commander of NAVFAC Pacific; was the keynote speaker at the event. In his remarks, Kilian referenced upcoming contracting opportunities, including multiple award construction contracts totaling over $30 billion “and emphasized that these contracts are designed to include participation from both large and small businesses,” according to the release. Kilian also said, “To execute all the upcoming work, especially in strategic locations, we must integrate the capabilities of NAVFAC, our military engineers, and our industry partners. … The requirements scale is too large for military engineers alone, and every contractor, regardless of size, plays a key role in our strategy.”
According to NAVFAC Pacific, Kilian was referring to the $15 billion Pacific Deterrence Initiative Multiple Award Construction Contract, which covers projects in the Northern Mariana Islands, the Federated States of Micronesia, Midway and Wake Island. It also covers the Philippines, Australia, Papua New Guinea and Timor-Leste, as well as “other areas under NAVFAC Pacific cognizance,” according to a response to the Journal. In addition, Kilian was referring to the $15 billion Design Business Multiple Award Construction Contract for design and construction project, primarily in Guam, which may include other areas under the same cognizance.

The Guam Post of SAME will host the Guam Industry Forum on Nov. 14 and 15 at the Dusit Thani Guam Resort. NAVFAC will have a speaker at that event also.
In other construction news, the Government of Guam has signed a $7.9 million contract Guam with SSFM International Inc. “for professional construction management” of the Simon Sanchez High School construction project, which will be in conjunction with the Guam Department of Public Works. SSFM will work closely with the Guam Economic Development Authority “on the bidding process and financing of the project,” the Office of the Governor said on Sept. 26. The Request for Proposals was issued in January.
The high school in Yigo closed after sustaining damage during Typhoon Mawar in May 2023, but construction of the failing campus has been delayed for more than a decade for various reasons.
With headquarters in Hawaii, SSFM has offices in Guam, Okinawa and Manila, according to its site. SSFM opened a Saipan office in 1993 and moved its office to Guam in 2006. Joseph W. Duenas is the manager for the Pacific area. SSFM has secured various projects in the islands for both federal and local governments, both for project management and construction. mbj
